Extract the ZIP file to a folder on your computer
Open Chrome and go to chrome://extensions
Enable "Developer mode" using the toggle in the top-right corner
Click "Load unpacked" and select the extracted folder
The extension will be installed and ready to use

Download the .crx file
Open Chrome and go to chrome://extensions
Enable "Developer mode" using the toggle in the top-right corner
Change the .crx file extension to .zip
Extract the .zip file to a folder
Click "Load unpacked" and select the extracted folder

Why this happens: Chrome blocks .crx files that aren't signed by Google to prevent malicious extensions. Installing as an unpacked extension is the safest way to use developer versions.
